The additional chief secretary of the home department issued the directive, stating that the compensation would be deducted from the salary of the accused former Sub-Inspector of Panangad in three equal instalments. The commission, chaired by Justice JB Kosi, had initially ordered the compensation in response to Sojish, a member of a scheduled caste, being physically assaulted by the former Panangad Sub-Inspector Vipin AB. Sojish was taken into custody by a police team led by the former SI without authorization after being admitted to a hospital, prompting Sojish to file a complaint with the commission. Despite a probe and disciplinary action resulting in a reprimand against the SI, no compensation had been provided until the government intervened. The government discovered that the SI was given the chance to present a defense before the commission's final decision, but he failed to do so, leading to the government's decision to award Rs 25,000 to Sojish.
